Problems in education sector can be solved - Chiz

Following is a transcript of Sen. Francis "Chiz" Escudero's statements during the "Talakayan 20.10: A Leadership Forum on Education Reforms" held at the AIM Conference Center, Makati City on July 1, 2009.
Opening statement: Kindly include this in my time, just to clarify, none of us here I believe are candidates. We attended this forum on the belief that this would be a leaders' forum on the topic of education... To summarize, actually we are facing three problems in education: access, quality and good governance in this particular field. Even if we have access, even if we have quality, if we cannot dig in our resources properly, we cannot achieve our goal.
Hard facts: In the Philippines, only 12% of the national budget is allotted to education spending. Standard in other countries: 20%. Nasa P150 billion lang, when it's supposed to be P280 billion. What am I trying to say? We should put our money where our mouth is. We should have adequate programs to address the problems of the education sector - (what we want is) a sector that is corruption-free.
Sa standard na sinusundan, dapat 5-6% ng GDP pero ang nangyayari, 3% of GDP lang ang inilalalaan sa edukasyon.
Kung may uunahin man tayong sector kung saan kailangan tiyakin natin na walang corrupt at magnanakaw, ito ang pangunahing bantayan natin dapat. Upang matiyak na ang pera ay napupunta sa kabataan, hindi napupunta sa kanila.
Malaki ang maitutulong nito sa ekonomiya dahil walang ekonomiyang lumago saan mang parte ng bansa ng walang dekalidad at available na workforce upang suportahan yung mga industriya na itinatayo saan mang bansa 'yan.
